CAPA Submissions
CAPA represents the views and concerns of postgraduate students in its dealings with State and Federal parliamentary bodies by writing submissions on pressing educational policy issues. CAPA through its network of established peak body and government contacts and monitoring of the higher education sector provides detailed submissions in response to government policy directions on matters concerning the needs of postgraduate students.
Supplementary Submission to the House of Reps Inquiry into Research Training and Research Workforce Issues in Aust Universities
On 23 April 2008 the Minister for Innovation, Industry, Science and Research, Senator the Hon Kim Carr, asked the House of Representatives Standing Committee on Industry, Science and Innovation to undertake an inquiry into research training and research workforce issues in Australian universities.
The Committee invited interested persons and organisations to make submissions addressing the terms of reference by Friday 30 May 2008.
Submission to the Review of Australian Higher Education
On 13 March 2008, the Deputy Prime Minister and Minister for Education, the Hon Julia Gillard MP, announced a major review of Australia’s higher education system which will examine and report on the future direction of the higher education sector, its fitness for purpose in meeting the needs of the Australian community and economy and the options for ongoing reform. Submission in response to the Excellence in Research for Australia (ERA) Initiative Consultation Paper
On the 4th of June 2008 Senator Kim Carr, Minister for Innovation, Industry, Science and Research, announced the release of the Excellence in Research for Australia (ERA) initiative consultation paper.
Administered by Australian Research Council (ARC), the Consultation Paper was the first formal step in communicating with the sector regarding the ERA initiative (it is worth noting that the ERA is being administered by the ARC, whereas its predecessor, the Research Quality Framework (RQF), was administered by the (then) Department of Education, Science and Training(then DEST, now DEEWR)).
Submission to the Future Fellowships Consultation Paper
On the 23rd of May 2008 Senator Kim Carr, Minister for Innovation,
Industry, Science and Research, called for interested Australians to
respond to a consultation paper on the development of the Government’s new
Future Fellowships scheme.
In the Federal Budget, the Government met
its election commitment to fund the $844 million Future Fellowships scheme for
top mid-career researchers.

Response to Discussion Paper: The Impact of VSU on Services, Amenities and Representation for Australian Students
The Discussion Paper The Impact of Voluntary Student Unionism on Services, Amenities and Representation for Australian University Students was released February 18th, 2008. The Council of Australian Postgraduate Associations (CAPA) welcomes the release of the discussion paper, and the associated consultation process undertaken by Minister Ellis with the assistance of The Department of Employment, Education and Workplace Relations (DEEWR).
Review of the National Governance Protocols (Joint Committee on Higher Education)
The National Governance Protocols were implemented under the Federal Government’s reforms in higher education and became effective in June 2004. The Protocols were to improve governance practices at universities by providing standards to ensure that governing bodies were effectively overseeing the operations of universities.

Response to recommendations of the Evaluation of the General Skilled Migration Categories Report
The Council of Australian Postgraduate Associations (CAPA) is the national peak body representing Australia's 257,700 postgraduate students. These students are engaged in both coursework and research programs and include over 84,600 international students.
CAPA welcomes the invitation to respond to the recommendations in the Evaluation of the General Skilled Migration Categories report by Dr Bob Birrell, Professor Lesleyanne Hawthorne and Professor Sue Richardson.

Feedback on the draft Commercialisation Training Scheme (CTS) Guidelines and Conditions of Grant
General comments:
Many of our initial concerns arising from the Issues Paper have been taken into account. In particular we are very pleased to note that the CTS is now available for part-time students, and for those not in receipt of an APA. The
breadth of the training has also improved. We remain concerned about how distance education students may be catered for.

Response to the Second Round Consultation - Draft Australian Code for the Responsible Conduct of Research
The Council of Australian Postgraduate Associations (CAPA) is the national peak body of postgraduate student organisations representing Australia's 257,700 postgraduate students, including 47,300 research students. These research students contribute approximately 70% of the research conducted in Australian universities. This submission will comment broadly on the scope of Part A Introduction/1.Background and then on specific sections of the Draft
Australian Code for the Responsible Conduct of Research (the Code).
