Base Funding Review
Overview
On 26 October 2010, the Minister for Tertiary Education, Chris
Evans, announced the panel and terms of reference for the Higher
Education Base Funding Review. This announcement marks the formal
commencement of the review.
The Government’s intention to commission the review was announced in
the 2009-10 Budget as part of its response to the Bradley Review of
Australian Higher Education.
The review will build on the Government’s higher education reforms
by establishing the principles for public investment in Australian
higher education, the funding levels required for Australia to remain
internationally competitive and the appropriate level of public and
private contribution.
The review will consider a range of higher education funding issues including:
- what is a high quality higher education and what does it cost,
- how much public and private benefit is there from higher education,
- what is the appropriate level of Government and private funding of higher education, and
- what funding model provides the best incentive to universities to
deliver on the Australian Government’s commitment to equity, skills,
growth and quality.
