Tens of thousands of low-income university students are starting the university year uncertain about their income support. Promised scholarships and an expansion of payments remain blocked in the Senate. The Rudd government wants to make it harder for students from high income families to qualify for Youth Allowance, but the Coalition and Family First Senator Stephen Fielding are opposed to the changes. Is the impasse going to lead to disadvantaged students dropping out?
