Inquiry into the Higher Education Legislation Amendment (2005 Measures No. 4) Bill 2005

The Council of Australian Postgraduate Associations (CAPA) welcomes the opportunity to contribute to the Senate Inquiry into the Higher Education Legislation Amendment (2005 Measures No. 4) Bill 2005. We value this opportunity for public consultation, and submit the following response on behalf of all students enrolled in Australian postgraduate degrees. CAPA is the national peak body representing Australia's 257,000 postgraduate students. It has affiliated postgraduate associations in 34 of Australia's public higher education institutions and in all States and Territories.

Inquiry into Higher Education Legislation Amendment Bill (No. 3)

The Council of Australian Postgraduate Associations is pleased to respond to the Inquiry into the Higher Education Legislation Amendment Bill (No.3) 2004. In this submission we limit our response to Subsection 16-20 (1) of the Bill, which seeks to add Melbourne University Private Limited (MUPL) to the list of Table B Providers under the Higher education Support Act 2003 (HESA), making it eligible to receive Commonwealth funding.

The State of Victoria Review of University Governance

The Council of Australian Postgraduate Associations (CAPA) is the national peak body representing Australia's 155,272 postgraduate students. Eight of the thirty four affiliated postgraduate associations which make up CAPA's constituency are Victorian, and as such CAPA welcomes the opportunity to contribute to this Victorian Review of University Governance.

Another Nail in the Public Universities' Coffin

CAPA has slammed Minister Kemp's proposals to transfer up to $474 million in research funds from public universities to private providers (in the Australian Research Council (Consequential and Transitional Provisions) Bill 2000 due to be introduced into parliament this sitting.)

CAPA President, Bradley Smith, said "the Bill gives the Minister the power to give public funds to commercial and political organisations such as the extreme deregulationist Centre For Independent Studies at the expense of public universities."
