Terror Down Under: Reasons for attacks on Indian students in Australia are complex

THE truth”, says Oscar Wilde, “is rarely pure, and never simple”. This is especially true in the case of the recent spate of attacks on Indian students that are being attributed to a mix of racism and opportunism in Australia.

Most incidents of “curry bashing” (South Asians are called “curries” in Australia) are occurring in Melbourne, a sprawling cosmopolitan metropolis that is home to some 140 nationalities from the world over who speak in over 120 different languages.

Response to recommendations of the Evaluation of the General Skilled Migration Categories Report

The Council of Australian Postgraduate Associations (CAPA) is the national peak body representing Australia's 257,700 postgraduate students. These students are engaged in both coursework and research programs and include over 84,600 international students.

CAPA welcomes the invitation to respond to the recommendations in the Evaluation of the General Skilled Migration Categories report by Dr Bob Birrell, Professor Lesleyanne Hawthorne and Professor Sue Richardson.

Inquiry into the Education Services for Overseas Students Amendment Bill 2005.

Nelson's comments further proof of VSU fiasco

Ending weeks of speculation and a year of disruption to universities, Minister Nelson's comments in today's Age confirm that voluntary student unionism legislation is unlikely to be implemented before 2007.

The impending enrolments for the 2006 academic year, the conflict with the requirements of the Education Services for Overseas Students Act, the outcry from across the higher education sector, and the concerted efforts of many members of parliament and the Coalition have shown the recklessness of this legislation.

Nelson VSU legislation amended by stealth

The Education Services for Overseas Students Amendment Bill 2005 will enable universities to continue to charge international students for the provision of crucial support services as required under the National Code of Practice, regardless of whether the Higher Education Support Amendment (Abolition of Compulsory Up-front Union Fees) Bill 2005 is passed.

This ESOS amendment will exempt universities who must comply with the National Code from the penalty provisions of the VSU legislation also before parliament.

A National Quality Strategy for Australian Transnational Education and Training

CAPA's concerns about quality in the provision of education for international students onshore have been enumerated in several recent submissions including to the DEST Evaluation of the Education Services for Overseas Students Act 2000 and to the DIMIA review of Options for Regulating Migration Agents Overseas and the Immigration Related Activities of Education Agents. These submissions raised the inadequacy of the quality assurance mechanisms that apply onshore, yet even these minimal quality assurance provisions do not exist for offshore students.
