Submission to the Review of Australian Higher Education
On 13 March 2008, the Deputy Prime Minister and Minister for Education, the Hon Julia Gillard MP, announced a major review of Australia’s higher education system which will examine and report on the future direction of the higher education sector, its fitness for purpose in meeting the needs of the Australian community and economy and the options for ongoing reform. 2007 Federal Election Outcome: Room for Hope
The Council of Australian Postgraduate Associations (CAPA) welcomes the outcome of the 2007 Federal Election. “We look forward to working with Labor to rebuild the higher education sector, to support the promise of an education revolution, and to ensure that Australia remains a leader of innovation and research, in the sciences, in the humanities and in the arts. There will be many opportunities for the new Labor government to demonstrate “new leadership”.
Higher Education Report Card for the 2007 Federal Election
A report card on the higher education policies of the Coalition and Labor parties released by university staff and students on Tuesday has failed the Howard Government for its record on universities.
The report card, prepared by National Tertiary Education Union, the National Union of Students and the Council of Australian Postgraduate Associations, awarded Labor a pass on the basis of the well targeted but limited commitments announced during the campaign and its stated commitment to build on these in office.

CAPA Welcomes Greens’ Vision for Higher Ed
The Council of Australian Postgraduate Associations (CAPA) has welcomed higher education policy announcements issued today by The Greens. “Taking action on Indigenous participation, a focus on university communities (fixing VSU) and the plight of casually employed teaching and research staff are highlights of The Greens’ Higher Education policy released today” CAPA President, Nigel Palmer said.
CAPA welcomes the long term vision found in The Greens Higher Education Policy. Other significant policy statements outlined by The Greens today include:
Department of Education, Employment and Workplace Relations - DEEWR (formerly DEST)

The Department of Education, Science, and Training provides national leadership and works in collaboration with the States and Territories, industry, other agencies and the community in support of the Government's objectives. We develop and implement policies to ensure the continuing relevance of education, science and training to contemporary needs and the growing requirement for lifelong learning. We also ensure high quality and value for money in delivering Government funded programmes.
Broad access to student income support fundamental
The Council of Australian Postgraduate Associations (CAPA) welcomes the inclusion of postgraduate and Indigenous students in the AVCC's student finances survey for the first time. This is significant, and the findings certainly help to illustrate the reality of what is going on “students are struggling to cope with living costs, debt, and study expenses, and are being forced to work more hours at the expense of their academic work" CAPA President, Nigel Palmer said.
Income support for postgraduate students
The Council of Australian Postgraduate Associations is encouraged by the recognition from vice-chancellors and the Minister for Education, Science and Training of the longstanding disparity in income support available to undergraduate and postgraduate university students. Unlike financially disadvantaged undergraduate students, postgraduate students in a similar situation are generally deemed ineligible for income support.
